As part of the NIA, DOE will evaluate the effects on consumers for each product category, including lifecycle cost savings and simple payback periods ("PBP"). DOE will employ its Government Regulatory Impact Model with an adaptation for microwave ovens to calculate the industry's net present value ("NPV").
DOE will also assess the impact on manufacturers and will use an industry-specific cash flow model that is adapted to this product type to calculate manufacturing NPV. DOE will also examine the impact of these proposals on small-scale businesses as well as other subgroups of manufacturers to identify those who are likely to be affected.
In addition, DOE will consider whether the tests for microwave ovens need to be revised to include active mode energy use as well as an active mode energy use measure. Currently, the test protocols only deal with standby mode power use.
